Análise do processo de gerenciamento de tempo e custo em um projeto de pesquisa, desenvolvimento e inovação: o caso do projeto Ômega da Universidade do Estado do Amazonas.

Abstract

This study analyzes the administrative area of a Research, Development and Innovation (R&D&I) project located in the Manaus Industrial Hub, aiming to identify operational weaknesses and propose improvements focused on time and cost management efficiency. The research was conducted through document analysis and direct observation of administrative routines, treated as a productive process composed of interdependent flows. The results revealed discontinuities in the team and the absence of a structured process for integrating new members, compromising the continuity of activities and the reliability of internal controls. The main bottlenecks identified include the lack of standardized procedures, insufficient training on R&D&I legislation, and weak communication with the support foundation responsible for financial execution. The application of practices aligned with the PMBOK and specialized literature showed potential to reduce rework, strengthen governance, and improve time and cost control, resulting in efficiency gains and increased organizational maturity. It is concluded that strengthening administrative processes directly contributes to the sustainability and replicability of R&D&I projects in the Amazon region.
