Resumo
This paper discusses the process of territorial occupation in the
neighborhood of the Abial, knowing that the first Definitive Titles of this
municipalities were legally sent to
constituted by the Municipal Government of Tefé and Notary Public of the 1st
Tefé, whose owners did not use the land for agriculture, animal husbandry
or housing, they bought and subsequently sold only for
financially, making a profit from the commercialization of land. Meanwhile riparian
tefeenses survived in situations of risk, precarious housing in floating,
other stilts without owning own house. This work is justified by offering
theoretical subsidies on territorial occupations in the municipality of Tefé, strengthening
of the patrimonialist society and the action of the ruling class over a class
dominated In this context, the lack of public policies is latent, there is the discourse
in favor of the less favored classes, but in practice this does not
it works. In this opportunity we intend to contribute with this discussion, reflection and
on alienation, justice and social equality. This was done as a general objective
understand the historical processes that led to territorial occupation in the surrounding
of Bairro do Abial, from 1976. For that, the methodology was based on the
field research, oral history with interviews, documentary analysis of origin
and Land Sector Office of Tefé City Hall, focus on research
qualitative. It was also used the bibliographical research with highlight to Faoro
(2012), Pessoa (2004), Stédile (2005), Becker (2005), Gadelha (2002), Loreiro and
Pinto (2005), among others. The results show that from 1976,
Municipalities that were public became private, since they were sold
to individuals and legal entities, that is, to whom it was able to buy,
thus strengthening capitalism, the patrimonial society and the division of
social classes in the municipality of Tefé, and as from 2012 the vacant lands
neighborhood of Abial were occupied by low-income
Colonia Ventura, God is Faithful and the Castanheira Housing Complex.

O presente trabalho discute sobre o processo de ocupação territorial no
entorno do Bairro do Abial, sabendo-se que os primeiros Títulos Definitivos deste
município foram expedidos de forma capitalista á proprietários legalmente
constituídos pela Prefeitura Municipal de Tefé e Cartório da 1ª Vara da Comarca de
Tefé, cujos proprietários não utilizaram a terra para agricultura, criação de animais
ou habitação, eles compravam e posteriormente vendiam apenas por interesses
financeiros, obtendo lucro pela comercialização da terra. Enquanto isso ribeirinhos
tefeenses sobreviviam em situações de risco, habitações precárias em flutuantes,
palafitas outros sem possuir casa própria. Este trabalho justifica-se por oferecer
subsídios teóricos sobre ocupações territoriais no município de Tefé, fortalecimento
da sociedade patrimonialista e a ação da classe dominante sobre uma classe
dominada. Nesse contexto, a carência de políticas públicas é latente, há o discurso
ideológico em favor das classes menos favorecidas, mas na prática isso não
funciona. Nesse ensejo pretende-se contribuir com esta discussão, reflexão e alertar
sobre a alienação, justiça e igualdade social. Assim teve-se como objetivo geral
compreender os processos históricos que levaram a ocupação territorial no entorno
do Bairro do Abial, a partir de 1976. Para tanto, a metodologia pautou-se na
pesquisa de campo, história oral com entrevistas, análise documental de origem
cartorária e do Setor de Terras da Prefeitura Municipal de Tefé, enfoque na pesquisa
qualitativa. Utilizou-se ainda a pesquisa bibliográfica com destaque para Faoro
(2012), Pessoa (2004), Stédile (2005), Becker (2005), Gadelha (2002), Loreiro e
Pinto (2005), entre outros. Os resultados desvelam que a partir de 1976, terras do
Patrimônio Municipal que eram públicas tornaram-se privadas, pois foram vendidas
a pessoas físicas e jurídicas, ou seja, a quem possuía condições de comprar,
fortalecendo desta forma o capitalismo, a sociedade patrimonialista e a divisão de
classes sociais no município de Tefé, sendo que a partir de 2012 as terras devolutas
do entorno do Bairro do Abial foram ocupadas por pessoas de baixa renda formando
os Bairros Colonia Ventura, Deus é Fiel e o Conjunto Habitacional Castanheira.
