Resumo
In 2011, in Brazil, the government started a process of stimulating the creative economy through the
work of the former Ministry of Culture, now the Special Secretariat of Culture, with the creation of
public policies. Based on this fact, this article analyzed cultural policies in favor of the creative
economy in the Amazon through the work done by the Secretariat of Culture and Creative Economy of
the State of Amazonas from 2012 to 2018, through a qualitative and quantitative analysis,
documentary research of the Management reports and field research. The results demonstrated the
high importance of the SEC for the creative sectors in the state from the expenses with culture, spaces,
number of events and projects carried out. However, budget reductions during the analysis period
significantly reduced the performance of artistic activities. Likewise, a concentration of activities and
spaces coordinated by the entity in Manaus and Parintins was found, which excluded the interiors of
the State from the promotion of culture and creative economy. Interviews with workers demonstrated
their perception of reality, as well as the positive aspects and the main obstacles faced in developing a
creativity-based economy. At the end of the work, an opinion was issued on the SEC's performance
during the review period and suggestions for future improvements.
