Resumo

The human’s capital inclusion as a competitive advantage stimulated work motivation studies, however, it was observed that the public sphere has particularities. The general objective is identify the motivational factors of a Public Institution’s employees. The method is quali-quantitative, with an exploratory and descriptive approach. The data were collected at the Pro-Rectory of Planning of the University of the State of Amazonas, from June to July 2021, the sample constituted 90% of the population. The research instruments adopted were questionnaires and interview scripts adapted from the master's thesis and document analysis. Results: 90% of employees apply the interpersonal relationship as a factor of satisfaction and 50 to 60% chose recognition and enrichment of tasks; These results were analyzed from the perspective of the theories of Maslow and Herzberg and by complementary theories and case studies in the public sector, contributing to the construction of a proposal for an empowering action. It is concluded that remuneration is not a preponderant factor in the motivation of these employees, therefore, the actions taken by the Institution satisfy the hygienic factors, but contribute little to satisfying the motivational factors and the impediment of this is related to the lack of strategic management in the management of people.
