Resumo
The environment and its dynamics is essential for the analysis of urban space, to understand the environmental issues that arise with the various models of water utility, its incorporation into the relationship of humans with nature. The theme of the object travels through the work with due property analyzing water in its various aspects and forms, their economic and social cost, trying to establish a parallel with less environmental impact on the aspect of supply keeping the approach in the water, their production and applicability of law 11.445/07. The methodology applied to the study was bibliographic and hypothetical-deductive, the research technique used was the bibliographical doctrinaire, focusing on multidisciplinary, more intensely, Environmental Law, the Right to Water and the Constitutional Law. Virtual water is used in all the processes of transformation or production of food and consumer goods. The virtual water name emerged in the early 1990s, going beyond the traditional approach that water is a natural resource and also began to acquire an economic approach. Law 11.445/07 exercises control on general rules for sanitation, monitor and control the service provided by dealerships is a challenge for the people, not just for drinking water supply, but stresses the importance of sanitation and its environmental cost. The question obstacle in this work, urban virtual water goes beyond the concept of virtual water, to understand the importance and the valuing of an environmental good is a difficult task, it would be like finding a value for the air you breathe. With the water, it is not different, being a natural finite well and prioritization for life as well as the water supply is a universal good of economic value to basic sanitation universal when it comes to population. The water is available to all, but to undergo a transformation it is charged an economic value when passing through the supply cycle has added value to the distribution network makes the final product likely to cost even though the disposal of the housing unit . In all drinking water production chain we will find a quantity of water that does not see the light of Law 11.445/07 establishing national guidelines for basic sanitation. As a result, it was proved the existence of virtual water, water that is not seen, aggregate the chain of production, the treated water supply cycle, which comes to homes and is available to consumers, without proper specific regulations and information that the water, as an economic good, has intrinsically.
