Transparência pública em contratos de parceria público-privadas: uma análise nos contratos vigentes no Município de Manaus/AM

Abstract

Public-private partnerships (PPPs) are a contracting model that has been increasingly adopted in Brazilian Public Administration. In recent years, the city of Manaus has signed two partnerships: one in the healthcare sector and another in the public lighting sector. This study aims to evaluate, according to current legislation and the literature on the subject, whether the transparency of PPPs in the city of Manaus/AM meets the necessary requirements for proper social oversight and accountability. The methodology combines documentary research with a qualitative approach. Data collection sources include two partnership contracts, official documents published by the city government on the PPP Manaus website (downloaded in October 2024), and semi-structured interviews with the Management Committee of the Public-Private Partnership Program (CGP) and the Comptroller General of the Municipality of Manaus (CGM). The data obtained from official websites will be analyzed based on the

criteria established in the research. The main findings of the study highlight a possible lack of publicity regarding contract information, revealing shortcomings in the transparency of the analyzed partnerships, particularly concerning the lack of accessibility and fragmentation of information. These factors limit public monitoring and compromise the accountability of the partnerships. The primary contribution of this work is to expose issues that affect the quality of service delivery to the population, identifying areas for improvement to ensure social oversight and prevent corruption.
