Resumo
Environmental agendas have pressured cities to adopt urban planning focused on
sustainability in order to equip the city so that citizens can live in a less polluted
environment, with more pure air, with common spaces that guarantee a simple safe
floor, prepared for inclusion, which offers passers-by natural refuges. In this scenario,
Urban Parks appear, areas located in the middle of the city, these spaces should draw
the attention of public managers for several reasons, but mainly, because they offer
an environment opposite to urban harshness. Thus, in view of the importance of these
places for the city and the difficulty of municipal governments in maintaining these
spaces, the article aimed to verify the possibilities of public-private partnerships for the
effective management of the Urban Parks of Manaus under the tutelage of the City
Hall, highlighting the uniqueness of public good of these spaces. Aligning the
methodological aspects of the research, it was decided as to the nature of the
qualitative method, adopting procedures of bibliographical and documentary research,
and as for the descriptive exploratory purposes, with the adoption of interviews carried
out with the Instituto Municipal Urbano de Manaus (IMPLURB) and the Municipal
Secretariat of Environment (SEMMAS). The research finding was that public-private
partnerships do not encounter legal impediments; they are supported by the
managerial public administration, by Federal Law nº 11,079, 12/30/2004, and, by
contractual force, are the fastest way to efficiently meet such an important demand for
the life of cities.
