Avaliação de políticas públicas: um estudo de caso sobre a reinserção social do adolescente em conflito com a lei com projeto “ensina-me a sonhar” da defensoria pública do estado do Amazonas

Abstract

The current article develops the evaluation of a public policy that acts in the social reinsertion of teenagers in conflict with the law implemented by the Public Defender Office of the State of Amazonas – DPE/AM. The goal of the research was to identify the methodology purposed by the institution through the “Teach Me to Dream” Project, having as objective to describe the activities purposed by the project to resocialize of the teenager in conflict with the law, rising the quantitative of teenagers who where contemplated with the project activities and analyze if the referred program is reaching its objectives with efficiency and efficacy. In the theoretical reference, there were approached themes which comprise the Brazilian Legislation in the Infants and Teenagers context, a brief introduction to the Public Defender Office and its position on the defense of the teenagers in conflict with the law, the job with social reinsertion and the motivation with the teenagers, and public policies concepts. The methodology adopted by the means was descriptive, while the means were characterized as camp research, documental and bibliographic, utilizing, eventually, of the qualitative approach. With the analysis of the study object of this research it was identified that the “Teach Me to Dream” is being ineffective in the execution of its activities, being inactive. It was also checked the neglect of the higher administration of the Public Defender Office, not having specific financial resources directed to the promotion of the activities of the program. In conclusion, it is known that the difficulties found in the “Teach Me to Dream” project could have been avoided if the Public Defender Office offered to assist in the planning and or budgetary protection to the prosperity of the project.
