Resumo

Thermoelectric Power Plants play a strategic role in society, in contrast departure are causes of environmental degradation. In this context, environmental licensing comes to establish mitigating measures, aiming at sustainable development. However the environmental licensing has been the target of several criticisms, mainly regarding the slowness when issuing the license. For this reason, this research sought to study the causes that result in several problems in the environmental licensing process of UTEs in Amazonas. For To do so, the Theory of Constraints tool known as the Reality Tree was applied. Current -ARA, combined with interviews with environmental technicians from the competent body. try through licensing and with the companies’ environmental consultants, aiming to identify root causes that result in slow licensing of thermoelectric plants covered by this study, it was found: the lack of knowledge of company consultants regarding subjects and specific procedures for licensing the activity, the areas chosen for implementation tion of the plants and the lack of labor. From this, a pre- training of consultants related to the licensing of UTEs, logistical planning of companies aligned with the complexities of the Amazon territory, hiring of technical staff. This study contributes to affirming the effectiveness of ARA and its application in other processes licensing of UTEs from other locations, as no studies were found that apply the ARA in the analysis of the licensing of Thermoelectric Power Plants, collaborating to improve Laugh at the performance of this very important instrument, which is environmental licensing.
