Each year sees great growth and economic potential, both in
countries where it was regulated (in the case of Spain) and in countries
where it has not yet been regulated (in the case of Brazil). The present work has
as a proposal to carry out a general analysis of the evolution of this market in Spain,
going through the pre- and post-regulation period, presenting its
consequences for the country's economy, and with the aim of projecting the
future that this market may have in Brazil, presenting a suggestion of
model for the case of gaming regulation in the country. Regarding the
methods used to carry out this research, a study will be presented
empirical through a comparative analysis of taxes collected with
betting and gambling in Spain and in countries known to have
presented success in this market, drawing a parallel with the transfers of
federal lotteries in Brazil. The suggested model proposes to tax a single amount
for fixed odds and spread bet types, where users will declare
its profits according to the amount generated, and part of the revenue from the
State will be allocated to social programs related to the health sectors
and education.
