Análise do orçamento público destinado a gestão ambiental no Estado do Amazonas nos anos de 2020 a 2023

Abstract

The general objective of this study was to identify and analyze the budgeted and executed amounts in relation to the environmental management function in the state of Amazonas between 2020 and 2023, in order to identify how state investments behave in relation to the environment. In order to guide the research, the theoretical framework developed aspects for understanding of the public budget and its stages, as well as the need for environmental environmental management in the budget process. The study is qualitative-quantitative in nature qualitative and quantitative analysis of the data that will be used and their contexts to be analyzed will be used and their contexts to be addressed. Descriptive analysis was used, based on data provided by the government on its transparency portal and the Annual Budget Laws for the period in question. The analysis of budget execution for the environmental function showed that that the execution process appears to be aligned with its planning in general. However, when comparing the environmental function's share of the state's overall budget, the figures do not exceed 1% of the general budget in any of the years of this study. It also points out that general administration expenses took up a large portion of the budget during the period.
