Resumo
The right to education is a principle established in the constitutions of several
countries and protected by human rights conventions. Education professionals
must have a broad knowledge of Educational Law and make it a tool
oftheirpedagogicalpracticetoenlightentheirteachingpracticeandschool
management. Children and adolescents must have their rights protected by the
major laws of their countries, but they also have the guarantees of the superior
regional courts that bring together the countries in each continent: Africa, America
and Europe. Brazil has a relatively recent history in terms of the implementation of
educational public policies. This monograph outlines a brief history of these
policies, focusing on four main legislations: training cycles, administrative and
financial decentralization of education, teaching evaluation systems and continuing
education for the teaching staff. Each of the measures is presented objectively and
critically. It is concluded that, despite Brazil having presented a great advance in
its educational management strategies, several adjustments are still needed in the
country's public policies so that they actually reflect in a quality education within
the reach of all citizens. The State is the guarantor of school education, but calls
on the entire community to participate in this process. The right to education is a
right protected by international human rights conventions.
