    Politicas públicas amazônidas: programa de regionalização da merenda escolar – preme no âmbito do estado do Amazonas

    The main objective of this research was to analyze the creation, implementation and evaluation of the School Meal Regionalization Program (PREME), public policy of the state government of Amazonas whose purpose is to promote family farming through the registration of small rural producers for the sale of foodstuffs vegetables for lunch for students at state schools. The study was carried out in a contextualized through the study of Public Policies and Law from Law Administrative, considering regional peculiarities. To this end, the scope of work is linked and structured into three chapters. The first chapter outlines the context historical-cultural agricultural public policies with a focus on family farming in the State from the Amazon. The second chapter focuses on Legistics in the creation of PREME, as well as such as the role of the State and social actors in its stages of elaboration, implementation, execution and evaluation. The third chapter talks about the effects of the aforementioned policy public in the feeding of students in the state education network, based on the use of scientific evidence in the evaluation of public policies. Finish the work indicating that the policy for purchasing food from small producers for school meals presented as a promising approach to strengthen local agriculture and improve quality of food in state public schools. In addressing the identified challenges of proactive and collaborative way, it is possible to achieve a lasting impact, promoting health, sustainability and economic development in the interior of the State of Amazonas.

    Mudanças climáticas e compromissos internacionais: uma análise de políticas públicas no Brasil

    Climate change has progressively occupied a main position in debates about planetary environmental balance, as soon as scientific reports emphasize the associated risks and impacts from global warming. International treaties and conventions on this subject have already been signed and ratified by Brazil. Such instruments, starting with the United Nations Framework Convention on Climate Change, tend towards the definition of increasingly ambitious goals and commitments for reduction of atmospheric emissions by the Parties, under the leadership of the industrialized countries, mentioned in Annex I from both the Framework Convention (1992) and the Kyoto Protocol (1997). For the first time, Paris Agreement, which entered into force in 2016, made it mandatory for all parties, including developing countries, to define emission limits, through Nationally Determined Contributions (NDCs). This monography, considering the NDCs deposited by Brazil, aimed to evaluate the adherence of the official results available in atmospheric emissions inventories to the fulfillment of the reduction targets proposed to the United Nations. In the path to achieve this proposal, a structural approach was carried out, contemplating the sectors of energy, agriculture, farming and land use. Additionally, an attempt was made to assess the adequacy of the Brazilian targets to the global ambitions expressed by the Paris Agreement.

    Políticas públicas e a boa governança no cenário do sistema de saúde do Amazonas.

    This article aims to present an analysis on the theme of public policies, associating these with the duty of good governance imposed on the State, in order to verify the process of elaborating public policies and what choices, consciously or not, made when defining the areas that will benefit and how they will be implemented. Furthermore, it is intended to verify the extent to which it is possible to demand a direct action from the government, and how this action can be considered as good governance, assuming that public policies themselves are the greatest expression of the governance exercised in the country. Therefore, the deductive method was used in order to reach conclusions from research and scientific investigation, based on facts and data extracted from doctrine, articles, theses and dissertations, official websites and texts related to the topic.

    O salário-mínimo sob a perspectiva do Estado de coisas inconstitucional.

    This paper aims to analyze the current Brazilian minimum wage policy considering the concept of States of Unconstitutional Thing. We seek to reflect on the fact that the nominal value stipulated is not sufficient to meet basic items of human need, causing many workers to have to give up some items necessary for their survival to make room for those they consider most urgent, thus perpetuating the aggravation of economic and social inequality due to a problem resulting from the state's difficulty in complying with what the Federal Constitution prescribes. For these reasons, the present article proposes to analyze and discuss the incidence of the Unconstitutional State of Things in the Brazilian minimum wage, as well as to demonstrate the problem that the state omission generates in the maintenance of the current policy. For this, the deductive and bibliographic method was used.
