Resumo
Participatory councils in different areas and levels of public administration is important
in Brazil and has established a new relationship between the State and society in order
to discuss and decide on public policies at the municipal level. The municipality of Tefé,
AM, presents several environmental problems, such as water contamination,
collection and disposal of solid residues, among other factors that lead to
environmental degradation. In this context, the present study analyzed the
performance of the Tefé Municipal Environmental Council, through the analysis of the
Minutes of its meetings. Were analyzed 79 Minutes of meetings from 2009 to 2023.
Information such as dates and regularity of ordinary and extraordinary meetings,
presence and participation of institutions and the topics discussed were tabulated and
analyzed, with referrals and resulting actions. The results showed that Council
meetings recorded in Minutes have an average of just 5 meetings per year, which
represents 46% of the meetings that should have taken place in the analyzed period.
Mamirauá Institute for Sustainable Development, Amazonas State University of and
the Prelacy of Tefé, were the most present institutions at the meetings. Those also had
the highest average number of participants in the discussions. Were recorded 345
subject’s discussions, categorized into 11 different themes, with an average of 4.7
agendas per meeting. Of these topics, 24.9% generated referrals and only 9.5%
resulted in actions. So, 10 discussions on the same topic are needed to generate one
action. Even so, despite the difficulties observed, Tefé Municipal Environmental
Council is considered to be a fundamental instance for the environmental
development of the municipality, and that it should receive greater attention and
commitment to remedy the difficulties encountered, providing actions for change of
the life quality at Tefé.
