Formação inicial dos professores da rede municipal de ensino: a meta 15 do plano municipal de educação de Manaus-impactos, desafios e perspectivas

Abstract

Goal 15 of the Municipal Education Plan (PME) of Manaus, established by Law No. 2,000 of June 24, 2015, has two main objectives: (1) guarantee municipal training policy for basic education professionals and (2) ensure training suitable for all teachers who work at this stage of teaching in the municipality. This investigation focused on both objectives, especially the second, which deals with initial teacher training. However, the spatial cut was restricted to regular education teachers from the Manaus Municipal Department of Education (Semed), while the temporal cut covered the period from 2014 to 2022. Thus, the main objective of this study was to analyze whether the implementation of Goal 15 of the PME contributed to increasing adequate initial training for teachers who work in regular education in the municipal education network in Manaus. The research, of a documentary nature and qualitative approach, was essentially based on data from the Basic Education School Census, complemented by PME Assessment and Monitoring Reports and various normative sources. To facilitate the visualization of the results, graphs were created that illustrate the adequate initial training rates of generalist and specialist teachers who work in regular education at Semed. The main results indicate the need for continuous reflection on the training policies of basic education professionals, as well as a deeper investigation into the low rate of adequate training of specialist teachers.
