Abstract

There are many questions about the Innovation Process in Brazil and the way of determining its results, as well as the form of inspection so that this action serves as inputs for the continuous improvement of the Ecosystem and the appearance of results and how to dynamize its players. To collaborate with this scenario, it is proposed, in this dissertation, to build indications that guide the evaluation process of the Innovation Process of Public ICTs accredited by the Amazon Research Committee - CAPDA. The general objective of this dissertation comprises elaborating guidelines, based on harmonizing the Legal Framework of Science, Technology and Innovation to the incentives of the Informatics Law, in order to guide the evaluation carried out by SUFRAMA under the Public ICT Innovation Process. More specifically, the objectives are: (1) to investigate the Innovation Process within the scope of public ICTS, especially with regard to the Legal Framework for Science, Technology and Innovation; (2) to collect organizational and process information for the Innovation Process within the scope of public ICTs accredited by CAPDA, (3) to develop guidelines to support the evaluation process of the Innovation Process. As for the scientific method to accomplish the objectives of this dissertation, scientific research will be used as follows: as for nature, the research will be applied; as to how to approach the problem, it will be quali-quantitative; as for the purposes of the research, the research will be exploratory-descriptive; With regard to exploratory purposes, the procedure used will be bibliographic, based mainly on articles from scientific journals, books related to the theme and documents and standards related to the theme, as well as a questionnaire will be applied to public ICTs accredited by CAPDA in order to diagnose their Innovation Process.
