Resumo
This paper aimed to understand and diagnose the water resources management of the State of Amazonas. To achieve this goal, a strategic analysis was made using two tools: SWOT and PESTEL. In order to construct the SWOT and PESTEL tables, a secondary data search was done by searching master’s theses posted in institutional repositories of the Amazonas State University and the Federal University of Amazonas. A non-participant observation was also made at State Water Resources Council meetings to further understand management. The results achieved showed that the diagnosis is of water resources management still in its initial phase, requiring planning improvements to reach its goals. It was noted that the main management constraint is the non-implementation of the State Water Resources Policy instruments, as they are the essential elements for it to function fully and strategically. In addition, political management has not prioritized water resources, which leads to project discontinuity. Finally, it was noted that the Water Resources Management System has few people active in the water cause, as it was noted in the meetings of the State Water Resources Council little participation of the people who compose it. It is clear then that the system must be strengthened and restructured so that management can achieve its principles and objectives, and seek to empower more people to do so.
