Preservação ambiental e cooperação internacional: uma análise da atuação da OTCA na governança da pan-amazônia

Abstract

This dissertation analyzes the Amazon Cooperation Treaty Organization (ACTO), which brings together eight countries of the Pan-Amazon region, from an interdisciplinary perspective. The biome, vital for biodiversity and global climate balance, faces increasing deforestation rates, demanding shared and effective governance. The research aimed to assess ACTO's effectiveness in environmental governance through a qualitative approach, including a bibliographic and documentary survey, and normative analysis. The results indicated the need for ACTO to move beyond its role as a "dialogue forum" and advance toward mechanisms that translate decisions into concrete and measurable actions. It is concluded that the Belém Summit (2023) opened a "window of opportunity" to revitalize the organization. Finally, the importance of institutional rapprochement with France is highlighted, aiming to include French Guiana as an essential strategy for Amazonian governance.
