Resumo

The study aims to analyze and propose improvements in the personnel control process during operations of the Amazonas Military Fire Department (CBMAM), considering the logistical and organizational challenges characteristic of the region. The research is justified by the absence of a standardized and computerized model that ensures command efficiency, personnel safety, and action traceability. Methodologically, it is na exploratory, descriptive, and applied qualitative research, based on documentary and comparative analysis of operational manuals from different Brazilian Fire Departments, such as those of the Federal District, Goiás, Paraná, and São Paulo. The results demonstrated that, although CBMAM has a consolidated hierarchical structure, personnel control is still performed manually and in a decentralized manner, which limits integration and real-time monitoring. The comparison among the analyzed models revealed that procedure standardization and technological integration are essential factors for operational efficiency. It is concluded that the institutionalization of the Incident Command System (ICS) and the gradual digitalization of personnel records represent strategic measures for improving management, contributing to the safety, transparency, and modernization of CBMAM.
