Resumo
The rapid urban verticalization in Manaus has imposed new challenges to fire safety, requiring structural and operational reassessments by the Amazonas State Military Fire Department (CBMAM). In this context, the fire safety certification of high-rise buildings — represented by the issuance of compliance reports and technical inspections in accordance with fire prevention and combat standards — plays a strategic role in risk reduction and in the efficiency of emergency response actions. This article aims to analyze the operational impacts of suchcertification on CBMAM’s performance, considering variables such as response time, structural adequacy of buildings, and standardization of active and passive fire protection systems. The research adopts a qualitative approach, based on secondary data from operational reports, questionnaires with firefighter officers and enlisted personnel, and analysis of applicable regulations (such as CBMAM Technical Instruction No. 22 and ABNT NBR 9077). The results show that properly certified buildings have a higher rate of early fire containment, allowing for a more effective and safer response by emergency teams. However, the study also identified limitations in preventive inspections, especially in older or non-compliant buildings, as well as logistical challenges in operations involving buildings over 12 floors, Where firefighting resources are limited. It is concluded that certification, beyond being a regulatory instrument, is a fundamental tool for urban disaster mitigation and should be integrated into public policies for safe urban development and the continuous modernization of CBMAM’s operational capabilities.
