Direitos Humanos e Políticas Públicas para a População em Situação de Rua no município de Manaus

Abstract

The analysis of municipal public policies aimed at the homeless population in Manaus constitutes a central element of this work, with emphasis on the areas of social assistance, public security, and housing, in light of constitutional parameters and the guidelines established by the Supreme Federal Court in the Argument of Non-Compliance with Fundamental Precept No. 976. It starts from the recognition of the homeless population as an expression of a structural and multidimensional phenomenon, resulting from historically perpetrated social, economic, and institutional inequalities, to which the state's response has proven fragmented and insufficient. The general objective of the research is to examine to what extent these public policies ensure the protection of the rights of this population in Manaus, especially regarding the actions of public security forces. Methodologically, a quantitative and qualitative approach is adopted, based on bibliographic review, documentary and normative analysis, as well as content analysis, as proposed by Bardin. The results show that, despite the recent launch of a Municipal Plan, the goals set are sometimes peripheral, with a predominance of emergency actions and practices of controlling urban space. It is concluded that addressing homelessness requires overcoming sectoral and merely repressive approaches, with the adoption of detailed, integrated policies and the implementation of humanized action protocols capable of effectively promoting the fundamental rights of these citizens.
