Acessibidade urbana: uma pesquisa nos principais logradouros públicos da cidade de Parintins – Amazonas

Abstract

This work addresses a reflection on Urban Accessibility: a survey in the main public places in the city of Parintins-AM. Directed to spaces, services, furniture, accessibility and mobility at the airport, the central market and the river port. Although Law 10,098 was institutionalized in 2000, there are still few adjustments in public and private spaces that can alleviate the obstacles faced by people with physical disabilities and reduced mobility. The challenges are presented in buildings, furniture, spaces and urban equipment that make it impossible for people to participate in society and enjoy their rights, which are imposed by barriers that make it difficult for people to have equal conditions with other people. The general objective is to identify the architectural structure of the airport spaces, the Leopoldo Neves market and the river port of Parintins. As for the specific objectives, it was to assess whether the environments comply with the procedures determined by the accessibility and reduced mobility law; describe the spaces and their ability to access the disabled; distinguish the parameters established by the Brazilian Association of Technical Standards (ABNT) and the procedures involving accessibility and obstacles found in research locations. The justification addresses how spaces are adapting for the disabled to use the services on an equal basis without causing any inconvenience or assistance to other people for their mobility through the implementation of the law that allows the inclusion of the disabled. To arrive at the results, the qualitative method was used, with a basic research, with descriptive objectives and as for the technical procedures with bibliographical and documentary research that guided the activities towards its conclusion. For a better understanding of the theme, there was a survey of theorists such as: Carlos, 2007; Correa, 2004; Lima, 2020; Miranda Sobrinho, 2017. As in Law No. 13,146 of June 6, 2015 and Law No. 10,098 of December 19, 2000. As for the results, it was diagnosed that despite the three environments having undergone reforms in recent years, they do not comply with the criteria established by the ABNT, as well as the Accessibility Law and the Elderly Law. Despite the adjustments, there is still a lack of adaptations in the environments to eliminate the obstacles that prevent people with disabilities from using the spaces on an equal basis with other people. Another important factor is the lack of public policies that can develop actions aimed at this audience, which is perceived is that there is an impression that these people cannot carry out their activities with autonomy and independence, or they always have to depend on another person demonstrating a a certain prejudice towards them.
