Resumo

The resocialization process of inmates and former inmates of the prison system is a topic of significant social relevance, mobilizing the expertise and sensitivity of public security policy management for its legal applicability. The issue addressed has significant scientific and academic impact within the scope of human rights and public security, as it addresses the right of inmates and former inmates to work as a tool for resocialization, as provided for in the relevant legislation. The objective of this research was to analyze the challenges faced by public management and their nuances in granting work to inmates and former inmates for resocialization purposes in the prison system of the State of Amazon. To this end, we sought to: identify barriers and opportunities for the resocialization process through work; describe the current prison labor program or model in the state of Amazon that promotes resocialization; discuss the application of the bidding law along the lines of the National Labor Policy within the Prison System (NLPPS - Decree Law Nº. 9450/2018) and its implications for resocialization through work in compliance with the Penal Execution Law (PEL - Law Nº. 7210/1984) combined with other laws covering the topic. Firstly, it was about understanding the central idea through the theoretical foundation through a scoping review with systematic analysis discussed in five axes. Secondly, three complementary articles were introduced: the etymology and resignification of work; challenges of the Amazon state prison system facing the resocialization process; and prison management in the state of Amazon within the context of resocialization through work activity. The methodology used in this research was the empirical- deductive method. The research methods were documentary and bibliographical, supported by the theoretical framework derived from research in scientific articles, master's dissertations, and doctoral theses, as well as related legal doctrine, and primary data from the Secretariat of Penitentiary Administration (SPA) from 2019 to 2024. According to Bardin (1979), content analysis was used to represent the data processing of a qualitative study. This consists of a set of data analysis techniques aimed at obtaining, through systematic and objective procedures, descriptions of the content of the information and indicators that allow the inference of knowledge regarding the conditions of production or reception of these messages. Regarding its aims, this is qualitative research, which highlights the importance of objectification. During the scientific investigation, it was necessary to recognize the complexity of the object of study, critically review theories on the topic, establish relevant concepts and theories using appropriate data collection techniques, and, finally, analyze all the material in a specific and contextualized manner, Minayo (2014). The research identified implications related to vacancies in the prison system, prison overcrowding, precarious conditions in environments, the ineffective applicability of the NLPPS combined with bidding laws, compromising SPA programs in promoting job vacancies for inmates and former inmates of the Amazon state prison system. Despite their rights being preserved, they face prejudice and require humanized care in the resocialization process, especially through work activities, to consolidate their return to harmonious coexistence in society.
