Item Estudo sobre a implantação de núcleos de mediação de conflitos na Polícia Civil do Amazonas(Universidade do Estado do Amazonas, 2024-05-13) Lima, João Victor Tayah; Zogahib, André Luiz Nunes; http://lattes.cnpq.br/9083900904188803; http://lattes.cnpq.br/8476424524011390; Villar, Valter Luciano GonçalvesIntroduction/importance: In the state of Amazonas, there is no standardization, ongoing training or even formal guidance that aims to improve the way in which conflicts with less offensive potential should be managed in police stations. It is common for such occurrences to be neglected or simply reduced to police and judicial procedures that do not end the controversy, on the contrary, they extend the conflict for longer than desirable, generating waste of time and resources of the administrative machinery. Objective: Develop a study on the possibility of implementing conflict mediation centers in civil police stations in Amazonas. Method: For this research, whose nature is applied, an essentially qualitative approach was adopted and, as a technical procedure, documentary and bibliographical were used. Given its objectives, the study was exploratory and explanatory in nature. Results: It was possible to conclude that mediation can be an effective and economical instrument in resolving a considerable range of criminal conflicts registered both in the capital (35.14% of total occurrences) and in the interior of the State (46.72% of total number of occurrences) between 2016 and 2021, and is undoubtedly possible to be fully applied by police authorities, given the legal powers that the legal system makes available to them. Conclusion: It is no longer possible to conceive of public security exclusively focused on combat. It remains for the police chief that it is not only possible, but necessary that the path of mediation be adopted with preference over other adversarial routes. The lack of application of police mediation in Amazonas corroborated the relevance of the research. And the regulatory decree, as the main product of the dissertation, combined with the other products presented (articles and technical note), will definitively solve the research problem addressed.Item O Exército Brasileiro na faixa de fronteira: custos e resultados das operações ÁGATA e GLO ambiental(Universidade do Estado do Amazonas, 2024-05-29) Campos, Guilherme Keese Diogo; Brandt, Marisol de Paula Reis; http://lattes.cnpq.br/2314492369576311; http://lattes.cnpq.br/2192013345893644This study deals with the Brazilian Army's (BA) activities in the Border Strip, specifically in the states of Acre, Amazonas, Rondônia and Roraima. The object of the research is the military operations Ágata and Guarantee of Environmental Law and Order (GLO) (Operations Verde Brasil, Verde Brasil 2, and Samaúma). The central concern of the research is 1) how do the financial resources used in military operations Ágata and GLO Ambiental relate to the results obtained during the period in which the troops were deployed? As a development of this question, 2) bringing to light the use of the BA in operations in the Border Strip of the Amazon Military Command, with an emphasis on the practice of securitisation by the Federal Government. The general objective is the discussion about the relationship between the costs and results of using the Brazilian Army in Law and Order (GLO) operations. Supporting this debate, it draws on the theoretical contributions of authors such as Figueiredo (2017), Tanno (2002), Wæver (1998), among others. This is an applied research of analytical-descriptive nature, based on relevant bibliographical sources, as well as legislation and reports on Military Operations in the Border Strip. In addition, the Management Monitoring System (SAG) was consulted to provide information on the costs spent on the operations analysed in the research. The relevance of this study lies onanalysing a reality that has been little explored, emphasising the actions of the EB, its means of territorial control in the Border Strip and, consequently, its impact on public security. The conclusion is military operations Ágata and GLO Ambiental have an impact not only on the security of the areas involved, but also on environmental protection and regional development, demonstrating their relevance in the region. One of the most prominent initiatives has been the Ronda no Bairro Program, which emerged as a paradigm of collaborative governance and integrated management, promoting effective and systemic coordination among various public security agencies. Anchored in institutional theory, this dissertation investigates the response dynamics of the Amazonas Military Police (PMAM) and the Civil Police of Amazonas (PCAM) to the requirements imposed by the Government of Amazonas in the implementation of the Ronda no Bairro Program. Adopting the analytical model proposed by Oliver (1991), which explores a spectrum of organizational responses from compliance to resistance, and from passivity to proactivity, the study employs a qualitative case study methodology, following the guidelines established by Yin (2001). Data collection involved a comprehensive review of literature and documents, including articles, government reports, and official documents, supplemented by semi- structured interviews with managers and police officers who participated in the program. The analysis culminated in proposing a Bill to establish Guidelines for Public Security in Amazonas, aiming to achieve a more integrated, efficient, and resilient management. This project highlights the operational integration among security entities, the promotion of human rights, and a collective approach to combating crime, suggesting the creation of a consultative management committee to monitor and implement evidence-based strategies. This legal milestone intends to ensure the continuity and effectiveness of security actions, transcending political contingencies and thereby strengthening the trust relationship between the population and security institutions. The proposal emphasizes the need for an expanded public security approach, integrating various sectors to address the multifaceted causes of violence and promote a safer, more peaceful society, with a renewed commitment to public security as a fundamental right and a collective duty. This is interdisciplinary research, involving various fields of human knowledge, such as anthropology, psychology and social work, which were put into critical dialogue, from a historical-cultural process perspective. This dissertation research aimed to investigate the psychosocial aspects of the harmful use of alcohol among the Mayuruna/Matsés indigenous people on the border of Aldeia Lago Grande through the study of the meanings attributed to this phenomenon, in the Vale do Javari Indigenous Land, in Atalaia do Norte, Amazonas, aiming to develop intersectoral actions to promote health and public safety in the region. The methodology used in this research was the deductive method. With a qualitative approach, the theoretical-methodological assumptions were based on historical-dialectic materialism and socio-historical psychology. The research subjects were 10 (ten) indigenous participants, 04 (four) women and 06 (six) men, including farmers, housewives, students, communicators and indigenous leaders with ages ranging from 22 (twenty-two) to 52 (fifty-two years. It is also made up of 11 (eleven) health professionals, including a dental surgeon, biochemical pharmacist, psychologist, nutritionist, geologist, nursing technician and endemic disease control agent, with ages ranging between 25 (twenty-five) and 47 (forty and seven) years. The associated practices and the traditional way of drinking of the Matsés appear in social spaces as collective work with common goals among indigenous people committed to reciprocal efforts. However, the harmful use of alcohol in the village affects the entire community, which leads people to develop crises due to the harmful use of alcohol, generating violence of all types among indigenous family members and indigenous health professionals. It is noteworthy that the interdisciplinary approach and understanding cultural meanings are essential for promoting public health and safety in this community. The need to strengthen collaborative strategies between professionals from different areas is evident, as well as to include indigenous people themselves as active agents in the health promotion process. Therefore, the lack of research in the area of social work is reiterated. Finally, this research highlights the importance of presenting the perspectives of both indigenous people and professionals involved on the harmful use of alcohol and highlights the complexity of the issue in Vale do Javari.Item Panorama das ações de educação permanente em saúde mediadas pela Telessaúde realizadas no período pré-pandêmico e no período pandêmico da COVID-19(Universidade do Estado do Amazonas, 2024-06-03) Cosme, Keven de Oliveira; Passos , Shirley Maria de Araújo; Silva, Tânia Cristina França da; Passos, Shirley Maria de Araújo; Gonçalves, Isabella Cristina de Miranda; Pierantoni, Célia Regina; Gasque, Kellen Cristina da SilvaThis research aimed to describe the EPS actions mediated by Telehealth using the virtual learning platforms of the SUS carried out in the pre-pandemic and pandemic period of COVID- 19 in Brazil, in addition to analyzing the themes of the courses offered and describing their modalities, obtaining the profile, professional category and quantity of users of the platforms. This is a descriptive, quantitative study that used secondary data provided by the UNA-SUS and AVASUS platforms, such as description of the EPS courses, modalities, period of offer, entrants, graduates, sociodemographic profile and profession of registered users and offering institutions. Data between the dates of January 2018 and May 5, 2023, were included. Descriptive analyses were performed and analyzed in the Microsoft Excel Program (2016) by descriptive statistics, expressed in graphs and tables containing absolute or relative frequencies. Approximately 498 different EPS courses were found offered by both platforms, which have different approaches to the courses. In the pre-pandemic period, AVASUS focused on courses on the themes of Primary Health Care and Food and Nutrition. During the pandemic period, its approach changed to offering courses on the themes of COVID-19, Rare Diseases, and Sexually Transmitted Infections. In the first period, UNA-SUS offered many courses on the themes of Primary Health Care and Public Health Management. During the pandemic period, it maintained the largest offering on these themes, but developed other themes such as COVID- 19, Digital Health, Neglected Diseases, Health of the Elderly, and Patients with Special Needs. The sociodemographic profile and profession of users registered on the platforms was more prevalent among young people aged 21 to 30, students, female, white, with a degree in education, and residents of the Southeast region of Brazil. The total number of entrants to the EPS courses on both platforms in the pre-pandemic period is approximately 2,496,829 entrants and in the pandemic period it is approximately 10,447,039 entrants. Most of the course modalities were for professional qualification. The incorporation of technologies, as pedagogical innovation, guaranteed access, autonomy and dissemination of technical-scientific knowledge to health professionals, during the COVID-19 pandemic. In this sense, an approach to environmental compliance is made in the context of the Manaus Free Trade Zone, providing a brief overview of its origin, its guiding aspects, its interconnection with policies related to the environment and analyzing compliance as an effective instrument for environmental preservation. from a legal perspective. This study also seeks to bring the relationship between the Courts of Auditors and compliance with a focus on the regulatory and supervisory role of the institution for compliance with this instrument, also presenting the report of the Federal Court of Auditors in relation to the public policy of the Manaus Free Trade Zone.Item Política nacional de educação ambiental: a educação ambiental como meio de estratégia para construção de um futuro sustentável(Universidade do Estado do Amazonas, 2024-04-19) Diógenes, Ana Flávia Monteiro; Souza, Alcian Pereira de; Ribeiro, Gláucia Maria de Araújo; Seixas, Bernardo Silva deThis research aimed to discuss the strengths and weaknesses of the National Policy of Environmental Education, implemented by Law 9,795/1999, recognizing its importance for the construction of a more environmentally conscious and committed society. To achieve this general objective, specific objectives included understanding the general aspects of environmental education, discussing the guiding principles of Environmental Law in the Brazilian legal system, and reflecting on the National Policy of Environmental Education Law from the perspective of strengthening popular participation. The adopted approach was deductive, starting from general constructions to specific aspects of the National Policy of Environmental Education, particularly its strengths and weaknesses. The procedure method was descriptive, exploring and describing issues related to environmental education. The research technique used was bibliographic review, seeking elements in doctrine, articles, legislation, and other sources to understand the phenomenon under study. Throughout the study, the importance of formal environmental education in building a more sustainable and conscious society was highlighted. It was recognized that environmental education promotes awareness, understanding of interactions between humans and the environment, and provides knowledge about ecosystems, biodiversity, and natural resources. Despite the advances provided by legislation, such as the mandatory nature of environmental education at all levels of education and teacher training, weaknesses compromising its effectiveness were identified. These include the lack of implementation of Environmental Law principles, the isolated approach to environmental education, and the lack of clear strategies for popular participation in environmental management. Therefore, measures such as promoting popular participation, integrating environmental themes transversally into school curricula, and continuous teacher training were proposed to strengthen environmental education in Brazil. It is concluded that continuous reflection on environmental education and seeking ways to make it more effective are necessary, thus ensuring the preparation of future generations to face current environmental challenges.Item A lei pro-águas como ferramenta de implementação de sistema de tratamento de esgoto em condomínios residenciais de Manaus(Universidade do Estado do Amazonas, 2024-04-17) Breves, Luciana de Souza; Silva Filho, Erivaldo Cavalcanti e; Vieira, Guilherme Henrich Benek; Silva, Túlio Macedo Rosa eThe study, developed based on bibliographical research, uses the deductive-descriptive method, with the main objective of analyzing Municipal Law 1,192/2007 (Pro-Águas) as an environmental tool for adapting the sewage treatment system of construction projects. Manaus built before the law came into force, which would, in theory, include residential condominiums in an urban area that circulate more than 40 people per day. The article develops with a historical-philosophical excursion into the nature-man relationship, in order to contextualize the research, mainly within an Amazonian panorama, and understand the reasons why today it is necessary to think about ways to realign this relationship between human beings and nature, through the idea ofan ecologically balanced environment, already constitutionalized in the Brazilian legal system as a fundamental right. Next, the concept of sustainable development and its relationship with basic sanitation are discussed; with the urban development policy and fixation of municipal competence; and with the legislative history of the Public Basic Sanitation Policy in Brazil, relating them, finally, to the Pro-Water Law. Finally, we sought to criticize the mandatory installation of a sewage treatment system in residential condominiums built before legal validity (and already having another type of sanitary sewage approved at the time of their construction), without the law municipality has addressed well-defined legal categories and hypotheses, nor enforceable deadlines, reflecting, therefore, whether Pró-Águas is an effective and sufficient tool to achieve, in practice, the intended environmental objectives.Item Contribuições para uma aprendizagem significativa de alunos da educação de jovens e adultos(Universidade do Estado do Amazonas, 2023-07-26) Castro, Inaíria dos Santos; Souza, Maud Rejanede Castro e; Machado, Dinamara Pereira; Rodrigues, Jorge MenezesYouth and adult education is aimed at many people who, often, for socio-cultural and political reasons, did not have access or continuity in their studies. This public is marked by prejudices rooted for years by society, and they are evidenced in inconsistent practices, which generate little participation in the proposed activities and even school dropout. It is known that education should value the prior knowledge of these students, respecting their real needs and inserting activities that arouse attention and guarantee meaningful learning. Organizing teaching-learning situations and using resources and strategies that motivate the interest of this public has been a very opportune strategy, but it is not a very simple task for teachers. In this sense, research work intends to know in: How to contribute with meaningful activities for EJA students to actively participate in the process as protagonists of their teaching-learning? Thus, it has the objective of proposing innovative and meaningful practices for the teaching of natural sciences, through a pedagogical workshop so that the student is active in the process of building knowledge, making use of active methodologies. The research has a qualitative approach, with a study of literature, semi-structured interviews and workshops with organized moments of didactic sequence. We know that the process of change is something that can take years, but it is extremely necessary. We hope to contribute to breaking with the practice of passive teaching, which disregards popular knowledge and the life experiences of people who did not have access to education and, above all, contribute to the EJA student being the protagonist of their knowledge and their knowledge, to provide opportunities for more meaningful learning. Keywords.Item Etnoconhecimento de professores e moradores sobre fauna silvestre na RDS do Tupé(Universidade do Estado do Amazonas, 2023-08-28) Sarmiento, Jose Damian Ortiz; Forsberg, Maria Clara da Silva; Costa, Lucélida de Fátima Maia da; Magalhães, Lana Cynthia SilvaThe central aim of this study is to understand the relationships that can be established by teachers who teach Science and Geography, between the scientific knowledge taught in the classroom and the traditional knowledge of residents about wildlife. The research was carried out in two schools in the Tupé community, the Canaã II Municipal School and the Paulo Freire Municipal School, both belonging to the Tupé Sustainable Development Reserve. Four teachers from each school and ten residents from each community took part. This is a qualitative, phenomenological study. Data collection techniques such as interviews and focus groups were used. Moraes and Galiazzi's (2016) Textual Discourse Analysis (TDA) technique was used to analyze the data. During the research, it was found that teachers have limited knowledge of the reserve's wildlife. Residents, on the other hand, demonstrated that they had extensive traditional knowledge of the local fauna. This difference in knowledge made it possible to establish a dialog between the residents and the teachers, so that the latter could relate scientific and traditional knowledge in the teaching of Science and Geography. The results of the research indicate the need for ongoing training processes for teachers, addressing issues related to education for sustainability and local wildlife, in order to guide teaching processes. In addition, it is important to emphasize the importance of including the residents' traditional knowledge in the classroom, in order to value and perpetuate it. Keywords: Scientific knowledge.
