Item O direito a saúde indígena e a COVID-19: uma perspectiva dos impactos da pandemia em Manaus(Universidade do Estado do Amazonas, 2023-10-18) Schuck, Estefanny Maria De Souza; Nascimento, Izaura RodriguesThe dissertation is structured into 4 chapters. In the first, National Policies aimed at Indigenous Peoples in the field of health were considered. In the second, the impacts of Covid-19 on indigenous populations were observed, specifically those living in urban environments. The third chapter included reflections on actions implemented by the government during the COVID-19 pandemic in Manaus. In the fourth and final chapter, information was selected for the Database about academic productions about Indigenous people and finally, in addition to highlighting aspects considered important in the research, the scope of the proposed objectives was analyzed in the final considerations.Item Política pública de ressocialização pelo trabalho no sistema prisional do Amazonas(Universidade do Estado do Amazonas, 2023-06-15) Cavalcante, Denis Caetano Gomes; Não, EspecificadoSeeking to identify the bottlenecks in the Public Policy of Resocialization through Work in the Prison System of Amazonas and the obstacles that prevent it from becoming an instrument of resocialization and an economic-financial tool for the referred State, this research seeks to outline a case study in the System Amazon Prison. Thus, it was up to understand the public policy of work and income and present solutions both for the development of the labor activity of the convicts and the gains to the State of Amazonas and society as a whole. For the proposed objectives, a documental research was carried out, maintaining as base authors researchers such as Cesare Beccaria and Michel Foucault, who exhibit in their studies perspectives on penitentiary work. The search for a solution to the highlighted problem is of great relevance and aims to provide not only scientific enrichment on the topics addressed, but also the optimization of the work carried out in the scope of public administration, directly favoring institutional development and indirectly providing the improvement of the system Amazon public safety.Item Condições de segurança para o uso recreativo dos modais não motorizados sobre roda de propulsão humana (CICLOPH) nas vias urbanas do município de Manaus-AM(Universidade do Estado do Amazonas, 2023-07-21) Cirino, Tiago Pereira; Sena, Raylene Rodrigues deThis research will question the safety conditions for the recreational use of non-motorized vehicles on human propelled wheels (CICLOPH) on urban roads in the city of Manaus. It is important to highlight, still regarding the question, that the discussion on the topic is recent and the concepts are still in the debate phase and without crystallized definitions. To this end, this research suggests in a didactic way the use of the acronym “CICLOPH”. The formulation of this acronym CICLOPH will constitute a normative proposal (preparation of the Bill for this research) to establish the broadest concept that can encompass all non-motorized modes on a human-powered wheel.Item Hierarquia informal, moralidade sutil e estereótipo de gênero: análise documental da prisão cautelar de mães e pais em Manaus-AM(Universidade do Estado do Amazonas, 2023-06-14) Silva, Diêgo Luiz Castro; Pontes, Munique Therense Costa de MoraisThe State has the duty to fully protect children and adolescents, who enjoy absolute priority, as well as having the power-duty to deprive the freedom of those who fall into legal hypotheses. In this step, the research investigated the relationship between parenting, gender and the doctrine of full protection of children and adolescents in situations of deprivation of liberty of mothers and fathers in the Comarca Manaus. To this end, a qualitative and quantitative research was carried out on the discursive-evaluative elements of parenting and gender in the 150 interrogations and social files, regarding the fulfillment of the formal requirements of constitution, and in the 150 judicial decisions, when they analyzed the deprivation of liberty, in a precautionary manner, of mothers and fathers of children/adolescents. The methodological design was documentary research and the technique was content analysis. As a result, the research verified that the interrogation/social record is the stage of an informal hierarchy, attributed by the police authority itself, culminating in the lack of importance for certain acts of registration, which, consequently, entails invisibility for the lives of the registered people. In the judicial decision, there was an appreciation of parenting elements in less than 10% of the indications of affiliation. In these analyses, the notion of parenting emanated, linked to the effective exercise of child care. But mostly it was articulated to the lack of demonstration of the indispensability of childcare, to deny replacement. In these cases, there was no determination or consideration of another protection for the child of the apprehended person, even through the systematic interpretation of the legal system, in order to encompass the state duty and the Statute of the Child and Adolescent (ECA), being then made invisible faced with the need to arrest the mother and/or father. In conclusion, it was noted that parenting was articulated with the notions of care, permeated by the gender issues of those who exercise it, especially a motherhood laden with stereotypes and subtle moralities, which defined a true moral judgment. This morality made the exercise of parenthood, on the part of the woman, a prison, which was territorially delimited by where the child could transit and should be. Different from the analysis carried out when the male gender was involved, an opportunity in which there were no articulations of gender with the expected care. However, there was no perception of the absolute priority of the integral protection of the child/adolescent through the replacement of preventive detention of mothers and fathers, when opposed to the value of public order.Item A capacitação dos instrutores do programa educacional de resistências às drogas e à violência – PROERD/AM a partir das concepções sobre a sua formação e aplicação do programa(Universidade do Estado do Amazonas, 2023-06-30) Henriques, Alisson Da Silva; Zogahib, André Luiz NunesObjective: Identify the training needs of Proerd Instructors, their profile professional, using as a basis their own information and conceptions to build the ostensibly excellent policing and efficient and effective prevention of drugs and violence, through a training course. Methods: The research was carried out in dialogue with the inductive method, from the particular to the general, based on questions or focuses of interest broad that became more direct and specific during the investigation, in which the Qualitatively oriented researcher plans to develop theory about what he studies, measure that collects and examines data. As it is a qualitative research, the case study was employed due to the expansion of the concept that can be understood as a family or a small group that are the Proerd Amazonas Instructors. The data analysis technique qualitative studies involved content analysis, in this context the needs were mapped training and the identity of Proerd Instructors, as well as the process of preparing a periodic training course, after defining the contents to be reinforced, to be acquired, frequency of ongoing training and how it should be formatted, given the achieve the proposed objectives. Results: The Resistance Educational Program Drugs and Violence – Proerd has 84% of Military Police officers in its workforce male and 16% female. Regarding the age range of this workforce, it is highlighted that 24% were is between 29 and 39 years old, 68% between 40 and 50 years old and 8% over 50 years old. What does it say Regarding academic training, the percentage of 4% discriminates that only a professional do not have a higher education degree, 28% have a degree in Pedagogy and other degrees predominantly in the area of Human Sciences. Considering taking a course update, based on the Curricular Mesh for Training Actions of the Civil and Military Police (Common Core), and also the specific part of working in a drug prevention program, the disciplines were ordered according to the priorities established by the Police Officers Military, Proerd Instructors.Final Considerations: The Professional Training Course, as a technical-technological product, it came to systematize what was already foreseen as Proerd Pedagogical Week, albeit empirically, as it is held annually carried out, with professionals linked and integrated into the Institution's activities, as stipulated by CAPES. Therefore, research has value in the sense of knowing the fields mandatory descriptions and comply with them, with due academic and scientific zeal, so that may have due recognition in the Corporation and be followed by other Units that seek training. Training courses are an instrument of public policy for training and professional development, which is why they must be presented through guiding documents, and not simply cited as a way to improve the provision of a service and/or customer service to the public.Item A influência da violência doméstica para o cometimento do crime de homicídio pela mulher vítima: um estudo de caso na cidade de Manaus(Universidade do Estado do Amazonas, 2023-08-04) Macedo, Arthur Sant’anna Ferreira; Marques, Dorli João CarlosIntroduction/Importance: Domestic violence affects thousands of women throughout their lives. It is common to observe, through the various forms of news, that women are assaulted, mistreated, abused and killed every day by people in their family life. Some women manage to get rid of the torment of violence through the means made available for their protection, while others make decisions in conflict with the criminal law, but which they understand as effective in getting rid of the context of domestic violence. In this sense, the present research represents a way to understand how the domestic violence suffered transforms a woman victim into the author of the crime of homicide, attempted or consummated. Information and life stories of women perpetrators of the crime of homicide are brought to light to show readers social problems that need to be debated in order to improve the protection of women. Objective: to investigate the influence of domestic violence suffered by women for the commission of the crime of homicide, in the attempted or consummated form, capitulated in article 121 of the Penal Code, but without being under the cloak of any of the exclusions of unlawfulness, such as the self-defense provided for in article 25, caput, of the Penal Code. The study also sought to understand the context and moment of the woman's decision to commit the crime of homicide. Locus: the empirical data were collected at the Manaus Women's Detention Center, where there are women incarcerated and each one with their own particular life story. Methodology: it was used as a case study, of a qualitative nature. The data collection procedures involved secondary sources - bibliographic review, analysis of law and jurisprudence, as well as primary sources - in-depth interviews with these women, in which we sought to verify whether, among the perpetrators of homicide crimes, any committed the crime influenced by domestic violence he was suffering. Results: the data indicated a conflicting reality for these women in aspects of emotional experience, life perspectives, intra-family relationships, in which these women's feelings of anger, fear and guilt stood out. 4 (four) women were heard, all self-declared brown, school life varying between high school and higher education and with family income below 3 minimum wages, who brought their reality to the study and half of the research participants were clear in say that they only committed the crime of homicide to get rid of the domestic violence they had been suffering. Aspects of patriarchy were observed in the participants' speeches, which demonstrates the importance of studying and publicizing the theme to understand the world of female criminality. Conclusion: it was concluded, through the data obtained, that domestic violence is a factor that influences the woman victim to commit the crime of homicide. In view of this, it remains evident to study female criminality from the perspective and reality of women so that effective measures are developed to contain the advance of female criminality and incarceration.Item A relação entre as despesas com segurança pública e a criminalidade nos estados brasileiros no período de 2012 a 2021(Universidade do Estado do Amazonas, 2023-09-12) Lopes, Danelle Tamborini; Zogahib, André Luiz NunesThe phenomenon of violence places public security at the forefront of the country's socio-political agenda, requiring the development of guidelines aimed at preventing and repressing crime. However, due to the finiteness of resources in the face of numerous social concerns, it is claimed that spending on public security reverberates in crime control. In this sense, the general objective of the work is to establish a relationship between public security expenses and crime in the Brazilian states in the period from 2012 to 2021. For this purpose, based on Becker's theory (1968), the research was descriptive. , with a quantitative approach technique and documental data collection, through statistical correlation and regression techniques. In the end, the results showed that there is no relationship between spending on public security per capita and homicide, robbery and robbery rates per 100,000 inhabitants. On the other hand, through the correlation, a weak positive relationship was inferred between the referred expenses and the rate of illicit drug trafficking, whereas, according to the regression mechanism by the mixed generalized linear model, the drug trafficking rates narcotics per 100,000 inhabitants and time are significant in relation to public security expenditures per capita.Item Violência entre parceiros íntimos autorrelatada por profissionais militares da força aérea brasileira: prevalência e fatores de associação(Universidade do Estado do Amazonas, 2023-10-30) Honório, Jonathan Celli; Oliveira, Nathália França deThe phenomenon of violence committed by intimate partners (IPV) is widely debated in social, philosophical, and health studies, but it is relatively underexplored concerning military populations, especially the Armed Forces. This project aims to estimate the prevalence of self- reported IPV among military professionals of the Brazilian Air Force (FAB) stationed in Manaus, Amazonas, while seeking to correlate factors associated with IPV and propose coping measures. To achieve this, a cross-sectional study was conducted, and data were collected through a semi-structured virtual questionnaire administered to a representative sample of 186 FAB military personnel in Manaus. The sample size was calculated using the OpenEpi platform, based on an estimated prevalence of 5.7% for men and 6.3% for women as the outcome. The virtual questionnaire aims to collect information on socio-economic variables, professional activities, the Family Environment Scale, analysis of IPV using the Conflict Tactics Scales (CTS2), job satisfaction (Factor III - job disappointment), and attitudes adopted by respondents when faced with IPV situations. Data analysis occurred in two stages: firstly, exploratory analysis of variables and determination of IPV prevalence rates; and secondly, the identification of possible factors related to the occurrence of IPV. The proportion of each type of violence (sexual coercion, psychological aggression, negotiation, injury, and physical violence) was calculated, and logistic regression analyses were performed for raw and adjusted data. The type of violence with the highest proportion was psychological aggression (75.8%), while sexual coercion had the lowest proportion (2.7%). Military personnel who were disappointed with their jobs had a higher chance of being involved in sexual coercion situations (OR=22.37; p-value=0.01). Military personnel whose partner lived with them (OR=3.50; p-value=0.05) and whose family environment was disorganized (OR=4.19; p-value<0.01) had a higher chance of being involved in psychological aggression situations. Military personnel who identified as "pardos" (mixed race) (OR=9.36; p- value=0.05) and whose family environment was disorganized (OR<1.00; p-value=0.04) had a higher chance of involvement in partner injuries. Based on the research findings, it was possible to understand the current reality of intimate and emotional relationships among military professionals to identify whether their professional roles directly or indirectly affect these relationships. At the end of the study, a informative report was prepared, containing all information regarding the findings to encourage positive changes in terms of institutional interventions, contributing to institutional health, the professional performance of military personnel, and promoting measures to combat IPV. It was concluded that Intimate Partner Violence in its various forms is associated with individual and familial factors that can have significant implications from the perspective of relationships and professional performance.Item Mestrado profissional em segurança pública, cidadania e direitos humanos da universidade do estado do Amazonas uma análise documental das dissertações e do perfil de seu autores no período de 2014 a 2021(Universidade do Estado do Amazonas, 2023-06-15) Santos, Rafael Luan Andrade; Nascimento, Izaura RodriguesAfter more than eleven years since the creation of the Professional Master's Degree in Public Security, Citizenship and Human Rights at the State University of Amazonas (MPSP/UEA), it is necessary to look into what has been produced in the academic field and who carried it out. Professional Masters in Public Security provide professionals with advanced knowledge and skills in the subject, allowing them to develop effective strategies to combat crime and violence. When you think about public safety in our local context, what has been developed? In this sense, considering the knowledge produced in the dissertations of this period, we asked the following guiding research questions: what themes were (mostly) covered in the dissertations produced at the MPSP/UEA in the period from 2014 to 2021? What is the academic and professional profile of the authors of these dissertations? To this end, documentary analysis was used on dissertations, regulatory standards and studies on postgraduate studies in Brazil, until reaching the MPSP/UEA, data and studies on topics such as public security, citizenship, human rights and the most treated in dissertations in addition to professional and academic information banks. Pierre Bourdie's concepts such as field theory, habitus, capital, violence and symbolic power were adopted as a theoretical basis. Document ethnography was used to carry out analyzes of the intersections between academic and professional fields, with an emphasis on dissertations on the most discussed topic in the period: violence. The collected data was treated using the quantitative-quali approach, analyzing them from a statistical aspect and from the perspective of Bourdosian concepts. These are some of the results of the work: the topics most discussed in the dissertations during the period of analysis are violence, police activity, gender and public policies; the most adopted scope of coverage was municipal, with emphasis on Manaus/AM; most dissertations do not present products; most authors are public servants or lawyers; most authors are men; the body in which the most authors work is the Civil Police of the State of Amazonas; the role most performed is that of a police officer; regarding the time to obtain the degree, the average is two years, five months and eleven days; regarding the academic trajectory of the authors, the area and type of institution that most authors studied as undergraduates was Law, in Public Higher Education Institutions in Manaus; most authors did not pursue a doctorate; Of those who followed, the path Law > MPSP/UEA > Law (undergraduate > master's > doctorate) was the most followed. From the profile and analyzes presented on the dissertations and their authors, it is concluded that the MPSP/UEA effectively fulfills its academic and professional function; This is highlighted in the data on the consonance between the desired profile and the real profile of the students, in addition to the conclusion that the majority of research is carried out directly in the authors' professional field of activity. The MPSP/UEA proves to be a means of scientific production capable of, through those who use it, bringing solutions to old and new problems, in times when technology makes changes (in all fields) daily. To this end, constant self-assessment, a proposal that is expected to have advancedItem Análise criminológica da restrição de circulação de pessoas entre janeiro e agosto de 2021 durante a pandemia de COVID-19 em Manaus(Universidade do Estado do Amazonas, 2023-04-14) Medeiros, Edinaldo Aquino; Botelho, João Bosco LopesAt the most critical moment of the Covid-19 pandemic in Amazonas, the State Government established a kind of curfew in the capital Manaus and in the cities of the State’s countryside, prohibiting the movement of people in urban spaces for twenty-four hours and then in periods shorter during the day, night and early morning. Thus, under the assumption that the smaller the number of people on the streets, the lower the number of criminal occurrences, this research carried out an analysis of the crime rates of theft, robbery and drug trafficking to assess the effects of restricting the circulation of people in relation to the rates of occurrence of the selected crimes. This is a quantitative, observational, ecological, retrospective study where the 5 (five) periods of 2021 (research reference) were studied and compared with the crime rates in the same periods corresponding to the two previous years. Data was collected at the Integrated Center for Public Security Statistics of the Joint Executive Secretariat for Planning and Integrated Management of the SSP-AM, and descriptive analyzes of absolute and relative frequencies were carried out to study the fluctuation in criminal occurrences in the city of Manaus (AM) between the years 2019 to 2021. The results are shown in graphics and tables and revealed that the periods of validity of the circulation restriction decrees significantly affected the reduction of registered crimes, with an average decrease of 27% of the occurrences. Conclusion: The drop in criminal rates in Manaus was boosted by decrees restricting the movement of people. The restraining measures confirmed criminological theories, according to which crime occurs when motivated criminals find suitable targets in the absence of vigilant authorities able to stop the crime. The daily routine is essential to provide the conditions and opportunities for criminal acts. Crime can be mitigated through measures that alter the routine or the dangerous environment.
